Mr. Irving Bailey is a Cheyney Alum, Class of '74. He is currently a Federal Executive for the Department of
Health and Human Services, Region III. Mr. Bailey serves as a consultant
to Head Start Centers in the District of Columbia and Northern Virginia;
he serves as the principal regional expert and program resource. He is
responsible for providing technical assistance to the Centers as well as
management training. At the Cheyney University of Pennsylvania, Mr. Bailey
earned the Bachelor of Science degree in Business with honors. Mr. Bailey
received the Department of Health & Human Services Outstanding Employee
Award in 1997. This is one of the highest awards given to an employee. Mr.
Bailey is active in civic and community affairs where he has served most
recently as Vice-President of Men of BACA; and former Treasurer of that
organization. He is a member of Kappa Alpha Psi Fraternity since 1972. He
currently serves on the Board of Regional Coordinating Council for Head
Start/Child Care and Department of Education.
